Nigeria Moves to Establish National Research and Innovation Council to Drive Technological Advancement



In a significant step toward advancing Nigeria’s scientific and innovation sectors, the federal government has announced plans to establish a National Research and Innovation Council (NRIC) and a National Research Fund (NRF). Minister Uche Nnaji of the Federal Ministry of Innovation, Science, and Technology unveiled the initiative during a policy dialogue in Abuja, marking a key milestone in the government’s commitment to reshaping research and development.

The initiative aligns with Nigeria’s 2022 Science, Technology, and Innovation (STI) Policy and seeks to create a central body dedicated to coordinating and funding research that addresses the country’s socioeconomic priorities. Backed by President Bola Tinubu’s eight-point agenda, the NRIC and NRF are designed to foster knowledge-driven growth in areas such as economic development and infrastructure.

“President Bola Tinubu has approved an inter-ministerial committee under the Vice President’s office to finalise a Federal Executive Council memo for establishing the NRF,” Minister Nnaji announced. “This committee includes representatives from key ministries and stakeholders, all working to create a comprehensive framework for these initiatives.”

The NRIC and NRF, expected to gain legal backing through a bill currently under review by Nigeria’s National Assembly, would formalize the council’s mandate and secure sustainable funding through the NRF. Once enacted, the legislation will ensure coordinated and long-term support for innovative research in priority areas, with NRIC overseeing cross-sectoral STI activities aligned with national goals.

These efforts aim to cultivate a research environment that addresses local challenges while enhancing Nigeria’s standing in the global innovation landscape. Prof. Nicholas Ozor, Executive Director of the African Technology Policy Studies Network (ATPS), emphasized the need for quick legislative action on the NRIC and NRF initiatives, noting the importance of sustainable funding for research-driven growth.

“The establishment of the NRIC and NRF will ensure that our research and development activities are not only well-coordinated but also adequately funded,” said Prof. Ozor. “This move will help Nigeria stay competitive in the global innovation landscape by strengthening our capacity for technological transformation.”

Once formalized, the NRIC and NRF are set to empower Nigeria to tackle critical national issues through research and innovation, fueling socioeconomic progress and bolstering the country’s technological capabilities.
