The European Union and Egypt have officially launched negotiations on Egypt’s potential association with Horizon Europe, the EU’s leading research and innovation programme. If the talks are successful, Egypt will gain equal access to Horizon Europe’s funding and project coordination opportunities, marking a significant boost for the country's research and innovation sector.
Announced by the European Commission on October 10, this development follows months of exploratory discussions and a joint declaration in March, which elevated EU-Egypt relations to a "strategic and comprehensive partnership." The negotiations are expected to continue over several months, aiming to enhance Egypt’s research capabilities and integrate the country more deeply into global innovation efforts.
If an agreement is reached, Egypt will be able to tap into Horizon Europe’s resources, with some restrictions on security-sensitive projects. The partnership would also provide Egypt with technical support to improve its research infrastructure, helping the country address key national and regional challenges through scientific innovation.
This move builds on existing collaborations between Egypt and the EU, such as Egypt’s participation in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA). Egypt is also involved in broader regional research dialogues, including with the African Union and the Union for the Mediterranean.
"Formal association with Horizon Europe would offer Egypt a unique chance to strengthen its research capacities and partner with European institutions to tackle shared global challenges," said an EU spokesperson.
If successful, Egypt will join a growing list of non-EU countries associated with Horizon Europe, enhancing innovation and resilience across Africa and Europe.
